ECCE in NEP 2020: what the policy means for teachers

India's National Education Policy 2020 makes Early Childhood Care and Education part of school education for the first time. It replaces 10+2 with a 5+3+3+4 structure whose first, foundational stage covers ages 3 to 8: three years of preschool or anganwadi plus Classes 1 and 2. NEP aims for universal, high-quality ECCE and calls for training anganwadi workers and teachers in ECCE, which is raising demand for trained early childhood educators.

The 5+3+3+4 structure

  • Foundational stage (5 years): ages 3 to 8, three years of preschool plus Classes 1 and 2.
  • Preparatory stage (3 years): Classes 3 to 5.
  • Middle stage (3 years): Classes 6 to 8.
  • Secondary stage (4 years): Classes 9 to 12.

What NEP 2020 says about ECCE

NEP 2020 states that over 85% of a child's brain development happens before age six and sets the goal of universal access to quality ECCE. ECCE is to be delivered through anganwadis, pre-schools, and pre-primary sections co-located with primary schools, using flexible, play-based, activity-based and inquiry-based learning.

Training anganwadi workers and teachers

NEP proposes that anganwadi workers and teachers with Class 12 or higher receive a six-month certificate programme in ECCE, and those with lower qualifications a one-year diploma programme, delivered partly through digital and distance modes. This has made ECCE training a priority for states and for people entering the sector.

NCF for the Foundational Stage

In 2022 NCERT released the National Curriculum Framework for the Foundational Stage (NCF-FS), which sets out play-based learning goals for ages 3 to 8. Teachers trained in ECCE will recognise its focus on physical, socio-emotional, cognitive, language and aesthetic development.

What it means for you

Private preschools are aligning with NEP and the NCF-FS, so teachers who understand play-based foundational learning have an advantage. An online ECCE course from London College of Teachers covers the same areas of development. For government posts, follow the official state notification for the required qualification.

Key NEP 2020 terms

  • Foundational Literacy and Numeracy (FLN): basic reading, writing and maths by Class 3.
  • Balvatika: the preparatory class before Class 1.
  • Anganwadi: community centres for child care and early learning under ICDS.
  • NCF-FS: the National Curriculum Framework for the Foundational Stage (2022).

Skills NEP expects from early years teachers

  • Play-based and activity-based teaching
  • Developing language through stories, rhymes and conversation
  • Building early numeracy through games and real objects
  • Supporting social and emotional development
  • Observing and assessing children without formal exams
  • Working with parents and the community

NEP 2020 and private preschools

Although NEP 2020 focuses on public provision, private preschools across India are adopting its language of play-based, foundational learning, and parents increasingly ask about it. Teachers who can explain how their activities build foundational literacy, numeracy and socio-emotional skills stand out.

What the foundational stage looks like in a classroom

  • Short, varied activities rather than long lessons
  • Learning corners and hands-on materials
  • Stories, rhymes, songs and conversation every day
  • Counting, sorting and pattern games with real objects
  • Outdoor play and movement
  • Observation-based assessment instead of tests

How LCT's ECCE connects to NEP

LCT's ECCE courses cover the same areas the foundational stage focuses on: physical, cognitive, language, social-emotional and creative development through play. They are professional courses from a UK provider, not the government's own anganwadi training, so check official notifications for any government post.
